An International Company cannot trade with Samoans nor own local real estate and cannot undertake the business of banking, insurance, assurance, reinsurance, fund management, the management of collective investment schemes, trust management, trusteeship or any other activity that may suggest an association with the bank or insurance industries without obtaining the appropriate licence.
The following are not construed as carrying on any business in the Samoa ：
- Maintaining a bank account.
- Using the services of a professional firm.
- Maintaining accounting records.
- Holding meetings of shareholders and directors.
- Holding a lease of property for use as an office.
- Holding shares or other securities in another Samoa company.
- The memorandum of association must contain the name and address of the Samoa registered agent.
